Dear Docutils developers, dear Engelbert,

the last 0.13.1 Docutils release brought many new features, changes and
some incompatibilities with downstream apps. Most of them are now handled in
the various fixes in the repository.

The full list of fixes and new features in HISTORY.txt is too long to
quote here and merits a new release.

Dear David,

I suggest version number 0.14 as some discussion points regarding the API
freeze are still open.

I'd value a "status report" on your objection against the "smart quotes" and
the proposed "smartquotes-locales" setting.


Dear Engelbert,

could you prepare a new release, please? (Starting with a pre-release for
our friends at Sphinx (and other interested parties).)


After this release, I would clean up the 2.4 and 2.5 compatibility hacks.

My objection was to what I felt (at the time) was an unnecessary
feature. I see now that it's useful to some people. Thanks for the
explanation and for adding the documentation.

As for the smartquotes-locales setting, I'm indifferent. Do as you will.
